My solution would be simple: Add an item which counters ranged attacks slightly, and is more effective on melee heroes. Something similar to Iron Shield, but which does better against ranged attacks and scales somewhat. The idea behind this is it's well worth it vs. an all ranged team, waste of money vs. an all melee team, and is nicely balanced everywhere inbetween.

60% chance to block 25+[herolevel] attack damage for melee heroes vs. ranged attacks
When activated applies My Zephyr Wings to player.
Mana cost: 50
Cooldown: 100s
My Zephyr Wings
Gives 50% evasion vs. ranged attacks for 8s
Loses armour bonus vs. melee attacks for 8s
Makes Zephyr cry. If Zephyr is within 700 units his hitpoints are reduced to 1.
