Sick of reading through four pages of skill descriptions, author's opinions on every item in the game, and dense, questionably-effective strategy every time you look at a guide? Then you'll like this guide for The Chipper. I cut off the fat and left only ability growth, gear progression, and basic strategy.
For skills, the best option is 1-2-1-2-1-4-max1-max2-max3-stats, upgrading 4 whenever possible. When you're past level 10 or so, make sure you have 3 on yourself and an ally in every team fight.
Start with:
runes of blight
2x mark of the novice
2x minor totem
2x mana potion
If you randomed chipper, start with:
bottle
2x minor totem
2x mana potion
Take solo middle if you can; use your tar-and-rockets combination to harass after you're level 3. Leave anytime after 3 to get runes and gank (watch the timer; they spawn at increments of 2 minutes). Remember that your rockets have an absurd range and low mana cost, so they're great for taking out runners from a couple of screens away, or killing back-dooring Night Hounds when the tower has one hit left and then denying the tower (38128837 @ 29:20).
For your next items, get bottle and then marchers, then buy a mana tube.
Then turn marchers into ghost marchers, turn your minor totems into a power supply, and get a second mana tube, in that order.
Then you can buy luxury items, but chipper is so long-range he doesn't really need anything except the insane mana regeneration. My recommended luxury items are shaman's headdress (cheap; effective) frostfield plate (if you're having trouble with melee attacking you), sacrificial stone (nice survivability in general), and sometimes nullstone (although with your range, you shouldn't be getting nuked at all).
